When I got this figure from the Legacy line I wanted to do something special, I wanted him to be more than just another representation of the Empower.  In the original Scale Wars mini I had established that Palpatine had become something of a villain in his own right.  I ended up deciding that he be sort of a representative for Antron to the various bad guys around the toy universes.  If you go back you notice he kept going to different groups saying "I would like to speak to you for a moment"

Anyway now he is sort of a second in command to Antron, not sure if that will last though (and telling why it might not would be telling LOL).  Still Palpatine has been plotting for far too long in my opinion, it's about time he took some action.
